Of the three types of film the one that has its primary focus on film as a work of art is absolute. This is not to say that the others do not strive for artistic excellence, but rather that the filmmaker’s goal is not to create art for art's sake. An absolute film can be narrative or documentary but the focus is more on creating a work of art than just telling a story or representing the subject from a journalistic point of view.
