Balance in the arts can have two meanings. The first is related to how balance is achieved from side to side. This refers to symmetry and asymmetry. The second is how much of what elements and principles a work of art utilizes in its design. There may be a lot of implied texture, but little implied space. Color may be dominant in one part of the work and almost absent in another part of that work. Each of these elements and principles may also reinforce or mitigate other elements within a given work.
