Scale refers to the relationship that an object has to the standard size of that object. Mount Rushmore features sculptures that are large scale. Compare the sculpture of Abraham Lincoln to the image found on a penny which would be a small scale portrayal of the 16^th president of the United States. Figures in paintings are often small scale - unless the painting is as tall as a human.
This relationship is distinct from that of proportion which has a different meaning.
